PRIME MINISTER ISSUES TOUGH DIRECTIVE TO PUBLIC OFFICIALS: Ensure Development Projects Deliver Real Results

    Chamwino, Dodoma | April 19, 2026
Prime Minister Dr. Mwigulu Nchemba has issued a strong directive to government officials across the country, ordering them to ensure that all development projects are properly supervised and deliver the intended benefits to Tanzanians.

The Prime Minister said public servants have a crucial responsibility to make sure that national projects in key sectors such as water, electricity, health, infrastructure, and education are effectively managed so that citizens receive the value and services they deserve.

Dr. Nchemba made the remarks on Sunday, April 19, 2026, while addressing residents during a public rally held at Msanga Primary School grounds in Chamwino District, Dodoma Region. The event came shortly after he laid the foundation stone for a major water project as part of his official inspection tour of development projects in the area.

    Government Officials Must Deliver
Speaking firmly, the Prime Minister emphasized that government leaders, administrators, and technical officers at all levels must rise to the challenge of ensuring every project implemented in their areas achieves its intended purpose.

He noted that President Dr. Samia Suluhu Hassan has invested enormous effort, resources, and political commitment in accelerating development projects nationwide, and therefore no project should fail due to negligence, poor supervision, or lack of accountability.

According to Dr. Nchemba, the role of public officials is not only to launch projects but to closely monitor progress, maintain quality standards, and ensure timely completion so that wananchi can enjoy direct benefits.

The responsibility of leaders and government officials is to ensure development projects are managed properly and that citizens benefit exactly as intended by Her Excellency President Dr. Samia Suluhu Hassan,” he said.

    Focus on Key Sectors
The Prime Minister highlighted several sectors where government investments have been significant in recent years. These include:

    Water Supply
He said access to clean and safe water remains one of the government’s top priorities, especially in rural and fast-growing urban areas. He explained that many communities had faced long-term water shortages, but current projects are designed to permanently solve those challenges.

    Electricity
Dr. Nchemba also pointed to the continued expansion of electricity services across villages, towns, and industrial zones, saying reliable power is essential for business growth, job creation, and improved quality of life.

    Health Services
He noted that the government has made substantial progress in constructing hospitals, health centres, dispensaries, and equipping medical facilities to improve healthcare access.

    Education
The Prime Minister praised the continued construction of classrooms, laboratories, teachers’ houses, and schools, saying education remains the backbone of national transformation.

    Infrastructure
Roads, bridges, and transport networks were also mentioned as strategic investments that connect people to markets, schools, hospitals, and opportunities.
Citizens Must Benefit from National Resources

Dr. Nchemba stressed that the government’s main objective is to ensure all Tanzanians benefit fairly from the country’s resources through well-planned development initiatives.
He said national wealth should be translated into practical improvements in people’s daily lives, including better services, jobs, water, electricity, and stronger economic opportunities.
Our goal is to ensure all Tanzanians benefit from the resources of their nation through these development projects,” he said.

He added that development should not remain in reports or speeches, but must be visible in villages, wards, towns, and cities across Tanzania.
Praise for President Samia Suluhu Hassan

During his address, the Prime Minister expressed gratitude to President Dr. Samia Suluhu Hassan for what he described as visionary leadership and strong commitment to service delivery.

He said the President has shown determination in pushing forward strategic projects that had delayed for years while also launching new investments meant to improve the welfare of ordinary citizens.

Dr. Nchemba noted that under President Samia’s administration, Tanzania has continued to witness progress in infrastructure expansion, improved social services, water projects, and increased development funding in different regions.

He said her leadership deserves support from all public servants by ensuring every shilling allocated for development produces measurable results.
    Strong Warning Against Divisive Politics

In another key part of his speech, the Prime Minister warned Tanzanians against individuals who misuse religion as a political tool to spread division, hatred, and instability.

He urged citizens to remain alert against people who hide behind religious beliefs while pursuing selfish political agendas aimed at dividing Tanzanians along religious or ideological lines.

My fellow Tanzanians, let us continue protecting our unity and peace. There are people now trying to use politics and religion to divide us. We must be careful with such people,” he emphasized.

The statement received support from many residents who attended the rally.
    Call to Protect National Unity
Dr. Nchemba said Tanzania has remained peaceful and united for decades because citizens have consistently rejected tribalism, religious hatred, and destructive politics.
He reminded wananchi that peace is one of the country’s greatest treasures and should never be taken for granted.

According to him, development can only thrive in an environment of unity, cooperation, and stability. Where conflict exists, projects stall, investment declines, and citizens suffer.
He therefore urged leaders, religious institutions, youth groups, and communities to continue promoting harmony and patriotism.

    Major Water Project for Chamwino
Earlier in the day, the Prime Minister laid the foundation stone for the 28 Towns Water Project in Chamwino District.

He described the initiative as a strategic and transformative project expected to end long-standing water shortages in the targeted areas.

Residents welcomed the project with excitement, saying it would significantly reduce the burden of walking long distances to search for water, especially for women and children.
Dr. Nchemba said access to reliable water supply would improve sanitation, public health, business activity, agriculture, and household welfare.

He thanked President Samia for approving and supporting the project, describing it as another example of responsive leadership focused on solving real community challenges.
    Public Expectations Rising

Across Tanzania, citizens continue to expect efficient service delivery as the government rolls out large-scale development projects. Analysts say the Prime Minister’s message reflects growing emphasis on accountability and practical outcomes rather than ceremonial launches.

Many citizens have welcomed the government’s push for stronger supervision of projects, saying delays, poor workmanship, and abandoned sites must become a thing of the past.
    Message to Civil Servants

The Prime Minister’s remarks also serve as a reminder that public office comes with responsibility. He made it clear that every officer entrusted with public resources must act professionally and put citizens first.
Observers believe the directive could increase pressure on district commissioners, regional leaders, engineers, contractors, and implementing agencies to improve performance.
    Conclusion

Dr. Mwigulu Nchemba’s speech in Chamwino carried two powerful messages: first, that development projects must be managed seriously to produce results; and second, that national unity must be protected against divisive politics.

As Tanzania continues implementing ambitious projects in water, roads, health, electricity, and education, the Prime Minister’s call may resonate strongly across ministries and local governments.
For many wananchi, the true measure of success will not be speeches or ceremonies but whether clean water flows, roads are completed, hospitals function, schools improve, and everyday life becomes better.

With the government intensifying its development agenda, all eyes are now on public officials to deliver.
